Over? Nothing is over until Congress decides it is.

The House and Senate meet in a constitutionally mandated joint session — presided over by Vice President Joe Biden — to count electoral college votes and finally declare President Barack Obama as officially re-elected.

Obama won’t be in town to celebrate. He’s on vacation with his family in Hawaii through tomorrow.

The 113th Congress will also consider an initial $9 billion relief measure to bolster a national flood insurance program for areas affected by Hurricane Sandy, something the 112th failed to do before its session ended yesterday.
