Europe’s equity markets are flashing unmistakable signs of life. While record trading volumes over the past year and the newly live Consolidated Tape have injected a wave of optimism, the region now faces a critical structural inflection point. The EU’s ambitious Saving and Investment Union is aggressively pushing to cultivate a domestic retail equity culture and a more unified Europe to solve Europe’s chronic IPO drought, yet a stark disconnect remains between political ambitions and institutional realities. Exchanges are actively angling for extended hours, but a skeptical buyside fears a 24/5 push will only dilute an already barren intraday liquidity, where volume is concentrated to the 4:30pm closing auction.

Rosa Armesto is Director General of the Federation of European Securities Exchanges (FESE), the trade association of exchanges in Europe.
Before becoming Director General of FESE, she served as Deputy Director General. Previously, she was part of Insurance Europe as a Member of the Management Team and Head of Public Affairs and Communications. Earlier in her career, she was Head of Public and Regulatory Affairs at FESE and had various roles before rejoining FESE. She began her professional career at Eurostat, the statistical office of the European Commission, in Luxembourg.
Rosa has 20 years of experience in EU financial services. She specialises in capital markets and concretely in financial regulations like MiFID/MiFIR, and strategies like the Savings and Investments Union (former Capital Markets Union), Sustainable Finance, and Digital. Furthermore, she has expertise in insurance-related policies.
Rosa is a member of the ESMA Securities and Markets Stakeholder Group (ESMA SMSG) and lectures on financial market infrastructures at Solvay Brussels School of Economics & Management (Belgium). She is a member of the Board of Directors at the European Parliamentary Financial Services Forum (EPFSF), Board member at CEPS-ECMI, and Co-Chair of the Advocacy Community at the European Society of Association Executives (ESAE).
She holds a Master of Science in Economics with a major in Econometrics from the University of Zaragoza (Spain) and the University of Groningen (Netherlands), a Bachelor of Science in Statistics from the University of Zaragoza (Spain), and a professional degree in Piano from the Music Conservatory of Teruel (Spain). She speaks English, French, and Spanish.

As well as other roles during his near thirty year career, Richard was also previously a Plato Partnership board member and Chairman of the Investment Association’s Buyside Trading Committee.

Julie is Head of Cboe NL, Cboe’s Netherlands-based exchange, and Head of Continental EU Sales for Cash Equities at Cboe Europe, which operates the largest pan-European equities exchange by market share and value-traded, the largest pan-European equity trade reporting services, as well as low-cost European equity market data and benchmark equity indices.
Prior to joining Cboe, Ms. Zhou was an Account Manager for MSCI, covering its Hedge Funds and Broker Dealer clients. She began her financial services career with Thomson Reuters on its graduate programme, including roles as a business development manager, strategy analyst and in its enterprise solutions division.  She holds a Master’s degree in Economics from Tsinghua University in China.
