三菱銀行、日興AMを経て、UNEPFIの特別顧問に就任、「金融と環境」をテーマに講演などを通じて啓もうに努める。自然エネルギー財団副理事長、WWFジャパン会長、気候変動イニシアティブ（JCI）共同代表

1976年大蔵省入省。OECD（経済協力開発機構、パリ）事務局職員（1978~80、1983~86）、世界銀行理事代理（1994~97、ワシントン）、在米日本大使館公使（2002~05）、財務省国際局長、財務官(2009年～11年)。2011年から6年間、OECDで事務次長として金融・企業・税制・環境・開発・マクロ経済・グリーン成長などを担当。2017年10月より現職。1953年11月12日生。東京大学法学部卒業。日本ソムリエ協会認定シニア・ソムリエ。

1995年大蔵省（現財務省）入省。主計局、主税局、大臣官房等を歴任。1997～99年、英国留学。2003～06年、英国財務省出向。2015～18年、パリ・OECDに出向し、グリーン・ファイナンスを担当。帰国後、Green Finance Network Japanを発足・運営。2022～24年、金融庁総合政策課長として、国際金融センター、資産運用立国、サステナブルファイナンス等、金融庁の諸政策の企画・調整を担当。2024年６月、新設されたGX推進機構に出向し、理事（財務・サステナビリティ推進担当）に就任。東京大学法学部卒、ケンブリッジ大学法律学修士、ロンドン大学（インペリアル・カレッジ・ロンドン）経営学修士。

2005年経済産業省入省後、主として環境・エネルギー及び通商政策に従事。
環境・エネルギー分野では、国連気候変動枠組条約（COP）交渉（2007～2009）や、福島事故後のIAEA等との原子力政策に関する国際協力（2014～2017）、グリーン・イノベーション・ウィークの立ち上げ（2019）等を担当。通商分野では、ASEAN諸国との経済連携（RCEP）交渉（2011～2013）、WTOにおける電子商取引交渉の立ち上げ（2018）などに携わった。
2021年から経済産業省の組織改革を担当したのち、2024年7月より現職。金融戦略と環境政策の融合という観点から、日本経済におけるグリーントランスフォーメーション（GX）を推進している。ハーバード・ロースクールLLMおよびイェール大学国際開発経済修士号取得。

Matt Kaczmarek, Managing Director, Head of Emerging Market Credit Strategy for GIP, a part of BlackRock, and head of BlackRock’s Los Angeles office. Mr. Kaczmarek’s team invests in private infrastructure credit in emerging markets and developing countries to support economic growth, infrastructure resilience, and climate change mitigation. He also leads investor relations and engagement with not-for-profit and development finance partners. He is a member of the investment committee for BlackRock’s climate transition-oriented private credit strategy and co-chairs BlackRock’s global LGBTQ+ employee network.

Prior to joining BlackRock, Mr. Kaczmarek held senior economic policy appointments in the Administration of former U.S. President Barack Obama, including on the National Security Council in the White House and at the Treasury and State Departments. He is a member of the Council on Foreign Relations, the Pacific Council on International Policy, and serves on the Board of Directors of the UCLA Foundation and the Campaign Board of the national LGBTQ+ Victory Fund. Mr. Kaczmarek received his BA from the University of California, Los Angeles (UCLA), and MA from the Johns Hopkins University School of Advanced International Studies (SAIS).

Over 30 years of experience in infrastructure and environmental financing working for Japan’s international development agency. Currently serves as Director General for Sustainability Management, overseeing organization-wide mainstreaming of sustainability related issues (climate/Paris alignment, nature, and other ESG aspects), both for operation and corporate. Past assignments include, Chief Representative for Europe based in Paris, Senior Deputy Director General of Africa Department, member of the Digital Transformation Taskforce, Senior Director and head of India Division, Deputy Chief of Myanmar Office, Director of Climate Change Office, Deputy Director of Corporate Finance Department, Representative of PRC Office in Beijing. Obtained BA Economics, Keio University, Japan, MSc in Environmental Change and Management, University of Oxford, UK, and studied Chinese language at Peking University, PRC.

Sean Kidney, FRSA, is the CEO and co-founder of the Climate Bonds Initiative, an international NGO working to mobilize global capital for climate action. He has been central to the growth of what is now a USD3 trillion global green bond market. Sean co-founded CBI in 2009 and has served as CEO ever since.

2003年にIRジャパンでプロキシー関連業務、2007年にみずほ証券に入社後、投資銀行部門にてストラクチャードファイナンスやタックスリース業務に従事。案件組成に伴う発行体及び投資家等のアレンジャー業務も経験。2015年よりみずほセキュリティーズアジア(香港)に出向し、株式投資家向けIR業務を経験。その後、東京のデットキャピタルマーケットにて国内債券の起債業務に従事。2019年4月よりみずほ証券サステナブル・ファイナンス室長にて、グリーンやソーシャルなどのSDGs債起債に従事。2021年12月よりみずほ銀行　コーポレート・インスティテューショナル業務部。
2022年9月よりみずほFGにて現職。

Emma Champion is Global Head of Climate Research at BloombergNEF (BNEF). Emma is based in London and leads the analyst teams at BNEF covering finance and investment in the energy transition, company transition risk and alignment, and climate adaptation. Prior to this role, Emma led BNEF’s regional group covering European markets, supporting long-term scenario analysis for the New Energy Outlook.

Norman Tweeboom was appointed as Head of Japan in 2021 and is responsible for the overall sales strategy, implementation and all client related services for the country.

Prior to his current role, he was Head of Buyside Enterprise Sales for Asia-Pacific, being responsible for Bloomberg’s buyside strategy, implementation and client services in the region. Based in Singapore, he oversaw regional strategy and business development for Bloomberg’s portfolio and index business and led a team across more than 20 countries in Asia Pacific. He and his team serve financial institutions including asset owners, asset managers, and regional and global banks, in their indices and portfolio analytics requirements.

Norman joined Bloomberg in 2016 following the acquisition of Barclays Risk Analytics and Index Solutions, or BRAIS, where he spent eight years spearheading the market-leading provider of fixed income benchmark and strategy indices, portfolio analytics, risk and attribution models and portfolio construction tools.
Mr Tweeboom started his illustrious career at Lehman Brothers where he was heavily involved in developing the widely-used fixed income benchmark and strategy indices over 19 years across New York, Tokyo and Hong Kong.

Norman earned his Bachelor’s degree from Pace University in New York where he majored in economics and statistics.
