David leads BloombergNEF’s oil and renewable fuels research teams, based in New York. The oil and renewable fuels research teams at BNEF analyse the fundamentals of the traded market, the impact of the energy transition on the renewable and fossil-fuel sectors, and the strategy response of oil companies.

Prior to joining BNEF, David spent time as an oil trader with Citibank before joining Wood Mackenzie. David holds a BSc in Financial and Actuarial Mathematics from Dublin City University and an MSc in Finance from Imperial College London.

Ed Morse is Senior Advisor and Commodities Strategist at Hartree Partners, a large, global, privately held commodities firm headquartered in NYC. He also serves as Chair of the Board of Directors for the New York Energy Forum. Ed’s professional career has involved senior positions in academia (Princeton, Johns Hopkins and Columbia Universities), think tanks (Sr Fellow at Council on Foreign Relations), government (US Department of State), oil and gas (Phillips Petroleum), consulting (co-founder of PFC Energy), reporting and analysis (Publisher of Petroleum Intelligence Weekly and Energy Intelligence Group), trading (Hess Energy Trading Co.), and finance (established and ran first global commodities strategies units at Lehman, Credit Suisse and Citibank).

As a consultant he helped design Yemen’s oil pricing policy and assisted the UN Security Council on the design and negotiation of the Iraqi Oil-for-Food Program, and with the world’s major oil producer governments. He has been a member of the Board of Directors of petroleum firms, banks, and numerous not-for-profit institutions. He often writes op-eds for the FT, NY Times, Wall Street Journal and Washington Post and comments on Bloomberg TV and CNBC.

He has been a Senior Fellow of both the USAEE and the IEEJ and was named by Petroleum Economist as among the ten most prominent individuals in energy finance and by Foreign Policy as among the 100 most influential people in foreign affairs in the US.

Richard Nephew returned from a public service leave of absence to the Center on Global Energy Policy and Faculty of the School of International and Public Affairs on 1 July 2024.

During his most recent leave, he was the inaugural U.S. Coordinator on Global Anti-Corruption at the Department of State (2022-2024).  He was also elected as the President of the Conference of the States Parties to the UN Convention against Corruption.  During his government career, he has also served as the Deputy Special Envoy for Iran (2021), Principal Deputy Coordinator for Sanctions Policy at the Department of State (2013-2015), and Director for Iran at the National Security Council (2011-2013), among other senior civil service staff roles from 2003-2011.

While a senior research scholar at SIPA since 2015, Nephew has written dozens of reports and articles for various publications focused on geopolitics and their intersection with energy markets, economic statecraft, nuclear topics, and sanctions.  He is also the author of The Art of Sanctions: A View from the Field, published by Columbia University Press in 2018.

In addition to his primary appointment at CGEP, he is a Bernstein adjunct fellow at the Washington Institute for Near East Policy, a Distinguished Visiting Fellow at the Perry World House at the University of Pennsylvania, and operates his own consulting LLC, “Go Beyond Compliance,” working in particular with Horizon Engage as a senior advisor.

Nephew holds a Masters in Security Policy Studies and a Bachelors in International Affairs, both from The George Washington University.  He is married with three children.
