Brian directs institutional portfolio strategies and is a municipal portfolio manager on Parametric’s Fixed Income Team. He’s responsible for buy and sell decisions, portfolio construction, and risk management for the firm’s Tax-Advantaged Bond Strategies. Brian joined the firm in 2009, originally as an employee of Parametric’s former parent company, Eaton Vance. Before joining Eaton Vance, Brian was vice president and municipal portfolio manager at M.D. Sass.

Gary Hall is a Partner and Head of Infrastructure & Public Finance Investment Banking at Siebert Williams Shank & Co., LLC and a principal of Siebert’s impact investment fund. Hall is also Partner at American Triple I Partners, an infrastructure private equity firm that focuses on transportation, energy, knowledge and information systems, and smart city investments. He previously worked at JPMorgan Securities LLC and Banc One Capital Markets, Inc. Prior to his banking career, he was a White House Fellow under President Clinton, a corporate finance attorney with Gardner, Carton and Douglas (now Faegre Drinker) and worked for Chicago Mayor Richard M. Daley. He is a member on the Board of Directors of the Securities Industry and Financial Markets Association and former chair of the Municipal Securities Rulemaking Board. Hall received a B.B.A. in Finance from Howard University and J.D. from the University of Notre Dame.

Paul Malloy is head of municipal investment at Vanguard. Previously, he was head of Vanguard Fixed Income Group, Europe. In that role, Paul managed portfolios that invested in global fixed income assets. He also oversaw Vanguard’s European Credit Research team. Mr. Malloy joined Vanguard in 2005, the Fixed Income Group in 2007, and has held various portfolio management positions in Vanguard’s offices in the United Kingdom and the United States. In past roles, he was responsible for managing Vanguard’s U.S. fixed income ETFs as well as overseeing a range of fixed income index mutual funds. Paul earned an M.B.A. in finance from the Wharton School of the University of Pennsylvania and a B.S. in economics and finance from Saint Francis University. He is a CFA® charterholder.

Sylvia is co-head of Goldman Sachs Asset Management’s Municipal Fixed Income business. The Municipal team manages a broad range of fixed income solutions on behalf of institutional and individual clients. Prior to her current role, she was head of Municipal Fixed Income for Private Wealth Management, where she worked with high net worth individuals and family offices to construct customized separately managed municipal bond portfolios. Before that, Sylvia spent 13 years as a municipal bond trader and sales person within the Securities Division. Sylvia joined Goldman Sachs in 1999 and was named managing director in 2015. She is a member of the Municipal Bond Women’s Club of New York. Sylvia earned a BS in Finance from The State University of New York at Albany in 1997.
