
Overview
As financial markets grow more complex and regulatory oversight intensifies, the importance of open data standards for financial firms has never been greater. Building on successful editions in Washington, D.C., London, and Frankfurt, Bloomberg is proud to host the first APAC Open Data Standards Forum in Hong Kong.
The forum will convene regulators, industry leaders, and financial experts to examine how open data standards, such as the Financial Instrument Global Identifier (FIGI), the Legal Entity Identifier (LEI), and others, are being adopted globally to enhance market transparency, improve data quality, and enable interoperability across jurisdictions. A combination of speakers and panel sessions will highlight adoption trends, and share insights on how open data standards are shaping the future of financial markets.
The event will particularly focus on how standardized approaches can equip the industry for the next era of financial innovation, including for digital assets, tokenisation as well as for regulatory driven data challenges such as; AML compliance.

Speakers
Charles Gorman
Charles is a senior leader with nearly a decade of experience in the financial services industry. He holds a bachelor’s degree in Finance from The College of New Jersey and currently serves as Team Leader for Bloomberg’s LEI Services. Since Bloomberg became an accredited LEI issuer in 2017, Charles has driven significant growth of the platform, helping establish Bloomberg a leading LEI issuer globally.
Charles joined Bloomberg in 2015 and quickly developed deep expertise in entity content. During his tenure on the Entity Management team, he played a key role in developing and guiding products used by thousands of clients for client onboarding (KYC), market analysis in the entity space, and regulatory compliance.
Clare Rowley
Clare Rowley is the Head of Business Operations at the Global Legal Entity Identifier Foundation (GLEIF) where she plays a pivotal role in steering global strategy, fostering international partnerships, and advancing the worldwide adoption of the Global Legal Entity Identifier System. In this capacity, she leads GLEIF’s global business development initiatives and oversees strategic partner relationship management programs. Collaborating closely with the GLEIF CEO and key stakeholders worldwide, Ms. Rowley is instrumental in shaping the future of legal entity identification and enhancing transparency across global financial ecosystems.
Bringing a wealth of experience from the public sector, Ms. Rowley previously served at the United States Federal Deposit Insurance Corporation (FDIC), where she led technology initiatives aimed at strengthening bank resolution frameworks. Ms. Rowley is a CFA® charterholder and holds a Master of Science in Predictive Analytics from Northwestern University. With a strong track record in data-driven decision-making and financial system modernization, she is a recognized leader in the intersection of regulatory technology, financial stability, and global standard-setting.
Florian Spiegl
Florian Spiegl is an innovator and entrepreneur in capital markets and fintech.
He is the Founder and CEO of EVIDENT, a licensed digital market for private investments. As a next-generation digital market infrastructure, EVIDENT transforms private market access through blockchain-based asset tokenization, making private markets publicly accessible and enabling more investors to own a part of the future.
Previously, Florian was CEO of a publicly listed commodities trading technology company and co-founded a blockchain startup in Hong Kong acquired in 2020. With a foundation in traditional capital markets, his career spans strategy consulting at Boston Consulting Group and senior roles in wealth and asset management in New York, Zurich, London, and Singapore.
Committed to capital’s positive potential, Florian invests in and advises ventures blending purpose with growth. He also co-founded the Hong Kong FinTech Association, taught the FinTech MBA course at Hong Kong University, and served on the FinTech Advisory Board of Hong Kong’s Securities and Futures Commission.
Florian holds a PhD and studied Economics and Political Science in Vienna.
Frances Liu
Frances Liu is a senior data professional with over 19 years of experience in the financial industry, specializing in market identifiers, reference data, financial standards, digital assets, and ESG data. In her current role, she leads APAC Open Symbology strategy and product development, overseeing the implementation of the Financial Instrument Global Identifier (FIGI) and Legal Entity Identifier (LEI) standards across the region.
Frances is an active contributor to global standardization initiatives. She serves as a member of the ISO TC322 Sustainable Finance Working Group under the Standardization Administration of China and the ISO TC68 e‑Finance Services Group under Enterprise Singapore. She is currently developing her first ISO standard on sustainable fintech. Since early 2025, she has co‑chaired the APAC FIX Technical Sub‑committee and is a core member of the global AI committee, reinforcing her commitment to advancing industry standards and best practices.
Prior to joining the Open Symbology team in 2017, Frances was an APAC Senior ESG Specialist, where she established the Hong Kong Sustainability Reporting Working Group in 2012.
James Goh
James Goh leads the Asia Pacific sales team for Data & Analytics – comprising of Fusion by J.P. Morgan, data management for institutional investors, as well as the broader suite of J.P. Morgan data and analytics, index and pricing solutions. He was regionally responsible for the bring-up of the Fusion platform and its successful introduction into Asia.
James has been with J.P. Morgan for over 17 years, across various roles spanning Banking, Markets and Securities Services. Previously, he led the Product Development team, focusing on strategic integrations and partnerships with clients, Fintechs and industry partners. Prior to this, he led the Asia Pacific Prime Brokerage software engineering team, building trading platforms and solutions for hedge fund clients.
James holds a degree in Computer Engineering from the University of Waterloo in Canada.
Karen Cacella
Karen has over 35 years of experience in the financial industry, specializing in data management, team leadership, and open data innovation. She is currently a team leader within Open Symbology product at Bloomberg LP, where she leads the development and maintenance of the Financial Instrument Global Identifier (FIGI). Karen collaborates with industry stakeholders to establish an open, unique, and comprehensive solution for financial instrument identification across all asset classes. With a strong focus on open data frameworks and FIGI, Karen is dedicated to enhancing financial market transparency and efficiency, ensuring that standardized data solutions support regulatory needs and industry innovation. Prior to her current role, Karen managed various teams at Bloomberg, gaining extensive expertise in reference data, corporate actions, and market identifiers.
Kimmy Wong
Kimmy Wong is an Enterprise Data Relationship Manager at Bloomberg, based in Hong Kong. Kimmy focuses on driving Bloomberg’s data technology solutions, including reference data, real-time market data feeds, regulatory products, alternative data, and the event-driven product suite. Kimmy works closely with clients to help them leverage Bloomberg’s comprehensive data offerings to optimize workflows and meet evolving business and regulatory requirements.
Kimmy holds an MSc in Data Science and Business Statistics and a BBA in International Business and Chinese Enterprise from The Chinese University of Hong Kong (CUHK).
Mr. Mushtaq Kapasi
Mushtaq Kapasi leads ICMA’s work in the Asia-Pacific region. He has been based in Hong Kong since 2002, engaged in senior strategy, capital market and legal roles covering the region at international banks active in Asia. He has worked as a lawyer in debt capital markets and derivatives, a structurer in equities and fixed income, a manager of complex trades with regulatory and accounting considerations, and an adviser to top executives on emerging market strategy. He has also designed financial structures of renewable energy projects in frontier markets. He studied mathematics at the University of Texas and law at Yale University.
Philippe Redaelli
Philippe Redaelli is Managing Director, Strategic Initiatives at Kaiko, the global leader in digital asset data for financial markets. Philippe operates at the intersection of partnerships, products, market structure, and technology to accelerate growth and increase the value delivered to the industry, with a focus on standards.
Before joining Kaiko, Philippe served within the Euronext and Deutsche Börse groups, first in capital markets derivatives segments, then as General Secretary of the European energy exchanges Powernext and EPEX. In these roles, he helped take new market infrastructures from inception to scale whilst supporting the development and adoption of innovative financial instruments. He later joined Fragmos Chain, a startup delivering DLT-based capital markets solutions, where he served as Chief Product Officer and contributed to the company’s product strategy and launch.
Philippe is motivated by building transformational, impactful products and technologies in financial markets and has been focused on digital assets since 2017.
Richard Young
Richard joined Bloomberg in September 2015 in an industry relations role in the Bloomberg Data business. This role includes industry and regulatory outreach on data standards issues covering; trading and post trading across asset class, including digital assets. Richard chairs the BSI TC68 committee, which covers ISO financial identifier and messaging standards, such as ISO 20022. He also co-chairs the FIX EMEA Reference Data Committee.
Prior to joining Bloomberg, Richard spent 20 years with the financial messaging and standards body – SWIFT, where he held a variety of roles in sales and product development and regulatory relations. He led initiatives with EU and other regulators to raise awareness of the operational impacts of regulation, including strengthening the regulatory recognition of financial messaging and reference data standards. This involved a particular focus on the promotion of the ISO 20022 financial messaging standard to EU regulatory bodies.
Prior to joining SWIFT Richard held product management roles with a leading global custodian for four years, and before that with the London Stock Exchange.
Steven Meizanis
Steven Meizanis is a senior leader at Bloomberg with over 30 years of experience at the firm. Since joining Bloomberg in 1994, Steven has built deep expertise across all data products, especially within Fixed Income.
Over the course of his career, Steven has held multiple leadership roles within Bloomberg’s Global Data division, including Manager of the Fixed Income department and Quality Assurance. He has also overseen business development for Bloomberg Data License, bringing together the strength of the Bloomberg Professional Service with end-of-day reference data offerings to support a broad range of client use cases.
Steven currently serves as Global Head of Bloomberg’s Open Symbology initiatives, including LEI and FIGI, driving industry-wide adoption of open identifiers and standards.
Vicky Cheng
Vicky Cheng is Head of Government and Regulatory Affairs Asia Pacific, overseeing government relations and regulatory developments impacting Bloomberg and its clients in the region.
Before joining Bloomberg, Vicky worked in both the public and private sectors. Her focus has been policy and regulatory development, advising senior management on related requirements and implementations. Vicky drove advocacy and public affairs programs for various organizations including global corporates and financial institutions. During her time with an international law firm, Vicky led business development and thought leadership strategies for the Financial Services Regulatory and Dispute Resolution practices. She began her career with a Government providing policy analysis and communications.
Yong Kim
Yong Hee Kim is the Chief Technology Officer at Prism39, a company specializing in financial data delivery, including Security Master solutions and multi-vendor data integration through its unified platform, PrismStudio. He leads the development of data and automation technologies for financial markets. Previously, Yong spent over five years at S&P Global Market Intelligence as a Quantitative Specialist, where he worked on quantitative models and large-scale financial data analytics. He holds a Master of Financial Engineering from the UCLA Anderson School of Management and a Bachelor of Science in Chemical Engineering from The University of Texas at Austin.
