The EU Emissions Trading System 2 (ETS 2), set to become fully operational by 2027, represents a major milestone for European climate policy. For the first time, the system will introduce an EU-wide carbon price for emissions from road transport, building heating, and small industrial installations not currently covered by the existing EU ETS.

Recent debates, including a joint non-paper submitted in July by the Czech Republic and 18 EU member states, highlight growing calls for adjustments to the new emissions trading system to better safeguard against price spikes.
